The IPCC didn't say max 23 inches. They said
max 23 inches WITHOUT including dynamic ice flow in Greenland and WAIS.
Gore is talking about changes in Greenland and WAIS. And he is absolutely correct.
If one of those ice sheets or 50%-50% of both broke and slipped into the sea sea levels would go up by at least 20 feet. The only question is when and under what conditions such break up could occur. But Gore doesn't mention timeframe in the movie as noone knows at this point what would it take to screw those ice sheets so much.
